China says it performs 10,000 organ transplants a year
But shocking report says the real figure is closer to 100,000
Incarcerated followers of Falun Gong religion are targeted for transplants

China is forcing up to 90,000 prisoners a year to have organs removed, a shocking new report has claimed.
The widespread practice of removing organs from political prisoners has fuelled ‘organ tourism’ in China with foreigners paying for transplants.
Medical professionals and human rights advocates at The International Coalition To End Organ Pillaging In China have published a damning report which examines the transplant activity at hundreds of hospitals in China.
Co-author of the report Ethan Gutmann said in a video posted online:’If somebody goes to China to get an organ at this point, chances are they are getting it from a Falun Gong practitioner who was murdered on their behalf.’
‘Even if voluntary donations of organs have gone up, they can’t reach this level. This is live organ harvesting,’ he warned.
China has struggled to receive voluntary organ donations due to culture concerns so prisoners are primarily used to fill the demand for transplants.
The Chinese medical establishment claims that China performs 10,000 transplants per year but the report says the figure is closer to 100,000.
The report investigated the amount of transplant activity, surgical staff and beds in China and predicted an average of up to two transplants a day in China, over 100,000 transplants a year.
‘Many of the hospitals are relatively new or have new transplant wings or beds. This development would not have occurred without confidence in a continuing supply of organs for transplants,’ the report states.
‘The transplant business in China has developed with not only an abundance of available organs from 2001 on, but also with a confidence that this abundance would continue into the indefinite future,’ it continues.
Gutmann explained that removing organs from prisoners in China began in the 1980s but has dramatically increased in recent years.
‘By 2001, over one million Falun Gong incarcerated within the Laogai System were subject to retail-organ testing, and Chinese military and civilian hospitals were ramping up their transplant facilities. By 2002, it was select House Christians. By 2003, it was the Tibetans’ turn,’ he wrote on the End Organ Pillaging website.
Falun Gong is a Taoist-Buddhist sect that practices spiritual exercise and meditation regime. It has tens of millions of followers in China but in 1999 the Communist Party leadership initiated a nationwide crackdown to eradicate the practice.
Among the methods used to obtain the shocking transplant figures, researchers reviewed data from telephone surveys, hospital websites, and medical journals for the 865 hospitals in China which perform organ transplants (about 13 per cent of all hospitals).
They tracked 712 liver and kidney transplant centres and collected and analysed information about them and examined individually 165 hospitals approved by the Government of China to conduct transplantation.
On Thursday, Chinese Foreign Ministry spokeswoman Hua Chunying claimed the report’s findings are false.
‘The testimony and the published report, I want to say that such stories about forced organ harvesting in China are imaginary and baseless — they don’t have any factual foundation,’ she said.
In a recent report from Freedom House, the persecution of Falun Gong in China was highlighted and analyzed in detail. Twenty two pages of the 142-page document focused on this severe, large-scale, human rights violation.
“[The Communist Party initiated] the worst instance of religious persecution since the Cultural Revolution, with the clampdown against Falun Gong,” cited in the report remarks from André Laliberté, a leading scholar from Ottawa University on religion in China.
With a title of “The Battle for China’s Spirit,” this report was published by Freedom House on February 28, 2017. A press conference was held in the morning of that day, hosted by Carolyn Bartholomew, chair of the U.S.-China Economic and Security Review Commission. Founded in 1941, Freedom House is a U.S. Government-funded non-governmental organization with a mission of a “clear voice for democracy and freedom around the world.”
Both the full report and a 40-page overview are available for download on the organization’s website. It is considered one of the most comprehensive reports from a major human rights organization.
Starting with a group exercise photo from the Minghui website, the report reviewed the popularity of Falun Gong in 1990s, as well as the close tie between its principles of Truthfulness-Compassion-Tolerance and the Chinese tradition. “In the 1990s, Chinese people from every stratum of society—including Communist Party members—began taking up Falun Gong,” wrote the report.
Nonetheless, Jiang Zemin, then the CCP general secretary and state president, decided to ban Falun Gong in 1999. “…once Jiang made the arbitrary and arguably illegal decision to ban Falun Gong, and asserted his will over other members of the Politburo Standing Committee, there were few institutional or legal obstacles to stop what came next.” This includes the launch of the 610 Office, which then drove the nationwide suppression and demonizing propaganda.
Despite 17 years of ban, tens of millions of people still practice Falun Gong in China today.
Two developments were identified by the report related to the persecution. One of them is the harsh penalties against detained practitioners under Article 300 of the criminal code. At least 933 practitioners were imprisoned between January 2013 and June 2016, according to the report. “… 45-year-old Gao Yixi died in police custody in April 2016, just ten days after he and his wife were taken from their home under apparent suspicion of practicing Falun Gong.” In addition, practitioners were held at extralegal “legal education centers,” “black jails,” and pretrial detention centers. Many of them were sentenced to imprisonment.
The other development is the suppression of human rights lawyers who defended Falun Gong practitioners. For example, “In July 2015, Chinese security agencies launched an aggressive assault on the country’s contingent of human rights lawyers and the broader ‘rights defense’ movement, detaining over 300 lawyers and their assistants.”
On the other hand, evidence of cracks in the systemic repression has been observed. The report attributed this to several factors such as purge of key officials involved in the persecution, decade-long efforts from practitioners to raise awareness of the brutality, and others. In fact, after the Chinese Supreme Court eased filing procedures in May 2015, practitioners inside and outside of China have filed a large number of criminal complaints against Jiang Zemin, holding him responsible for the crimes.
In addition to detention, imprisonment, and torture, various methods and techniques were adopted by officials to mistreat practitioners. One example is electronic surveillance. “Falun Gong practitioners have been jailed for leaving voicemail recordings, posting messages to WeChat or QQ, or circumventing censorship to access blocked websites.”
Another strategy used by officials to “eradicate” Falun Gong is forcing practitioners to give up their belief. Citing a report from U.S. Congressional-Executive Commission on China (CECC) in 2008, it was undertaken through “transformation,” “a process of ideological reprogramming whereby practitioners are subjected to various methods of physical and psychological coercion until they recant their belief in Falun Gong.”
To control information flow, Chinese officials heavily restricted online terms related to Falun Gong, punished behaviors of transmiting such information online or offline, and confiscated printed materials. Furthermore, officials employed many strategies to discourage potential supporters from helping practitioners.
“Taken together, these repressive activities seep into every corner of life and society—schools and workplaces, supermarkets and public transportation, passport requests and hukou residency registrations, laptops and smartphones,” wrote the report.
A large amount of resources have been expended to sustain the persecution. “… the estimated annual budget for all 6-10 Office branches nationwide is 879 million yuan ($135 million). And this is only for one part of the Party-state apparatus involved in the suppression of Falun Gong.”
Forced Organ Harvesting
Under the context of dehumanizing propaganda, these extralegal custodial abuse and economic inducements were later escalated to a new form—the killing of detained Falun Gong practitioners and sale of their organs for profit. After reviewing evidence from other investigators, doctors, hospital employees, and released practitioners, Freedom House “found credible evidence suggesting that beginning in the early 2000s, Falun Gong detainees were killed for their organs on a large scale.”
And such an atrocity continues. Based on the investigation work published in 2016 by David Kilgour, Ethan Gutmann, and David Matas, “…publicly available data on the number of transplants being conducted at medical institutions in China found that the scale is many times greater than the 10,000 transplants per year often cited by officials.” This highlights the increasing risk of Falun Gong practitioners and other prisoners of conscience.
“The simple fact that Falun Gong has survived the CCP’s onslaught is impressive and amounts to a genuine failure of the Party’s repressive apparatus,” said the report.
Through consistent, non-violent efforts from Falun Gong practitioners to raise awareness of and oppose the persecution, a large number of people chose to support practitioners. “Orders for arrests continue to come down from high-level authorities, but sometimes the Public Security Bureau agents will say no, they are only exercising to be healthy,” quoting the report remarks from a Chinese human rights lawyer in 2013.
After the Nine Commentaries on the Communist Party was published in 2004, many people joined the efforts to sever ties with the Party. “As of November 2016, the overseas website tracking the tuidang movement claimed that over 255 million people inside and outside China had published statements,” wrote the report.
Nonetheless, as long as the persecution policy remains in effect, “Falun Gong practitioners throughout China continue to be detained, imprisoned, tortured, and sometimes killed in what is still a massive campaign of religious persecution,” concluded the report.
For the past decade, Shen Yun Performing Arts, a classical Chinese dance and music company, has played to full theaters in over a hundred cities worldwide. Yet, the New York-based Shen Yun cannot perform in China, where the ancient art of classical Chinese dance originated.
The Chinese regime hasn’t allowed Shen Yun, a show that has dazzled and moved millions of theatergoers, to perform in the country because the show includes acts that portray the persecution of Falun Dafa. Practitioners of Falun Dafa, or Falun Gong, have been brutally persecuted in China for the past 17 years, on the orders of former Communist Party leader Jiang Zemin.
Each year, the communist regime tries various means to disrupt Shen Yun performances around the world. In 2010, Shen Yun was forced to make a last-minute cancellation in Hong Kong, a semiautonomous Chinese city, after its government withdrew visas from six key production techs with just under a week to go before the company’s debut.
Six years later, the Hong Kong branch of New Tang Dynasty Television (NTD), an independent Chinese-language station and member of the Epoch Media Group, is encouraging the Hong Kong government to bring the world’s premier classical Chinese dance company to the city in 2017.
The odds of Shen Yun being allowed to perform one step away from Mainland China have become somewhat promising.
Chinese leader Xi Jinping has been public about his love and reverence for traditional Chinese culture. Xi also appears to be distancing his administration from Jiang’s persecution of Falun Gong.
Xi has closed the labor camp system, where hundreds of thousands of practitioners were incarcerated at any time; he made what appear to be reconciliatory gestures on the anniversaries of key persecution dates; and investigators for his anti-corruption campaign recently criticized the 610 Office, an extralegal security force that oversees the persecution.
The ball is now in the Hong Kong government’s court.

Encouraging the Leisure and Cultural Services Department to Invite Shen Yun Performing Arts to Hong Kong

New Tang Dynasty Television Hong Kong November 7, 2016
Most people believe that we have souls, but know little about when and how a soul begins to dominate a human body. We may find some clues in a story in the book “Zibuyu Volume II” written by Yuan Mei, a scholar and writer who lived in the Qing Dynasty (A.D. 1636-1912).
According to the story, an old peasant lived in the Jinshan area of Shanghai during the Qing Dynasty. One night, on the first day of the month, he dreamed that a magistrate dressed in green visited him, bringing along an official document.
The magistrate told him: “Your life should end by the 17th day of this month. As you have been hardworking and scrupulous all your life without major faults, after death, you will be reincarnated and born into a well-off family as their son. You will be in relative comfort with no worries for life until you reach an old age.”
The magistrate also told the old peasant that he came especially to announce this to him so that he could settle the matters at home.
In the end, the magistrate said, “When the time comes, I shall come to bring you for reincarnation.”
The old peasant woke up, told his family about the dream, and gave detailed instructions to his sons. All was settled in a few days, and he waited for the magistrate to collect him.
On the 12th night, he dreamt again of that magistrate in green, who came to urge him to leave. The old peasant refused, as the time had not yet come.
The magistrate replied: “Of course I know. But the pregnant woman slipped and fell down three days ago, and the baby could not wait until the 17th and was born prematurely. A spirit must enter it to enable normal functioning like eating, drinking, and so on. It has been three days since this happened, and if you don’t go, the baby cannot survive.”
The old peasant understood that a body is only a piece of flesh without the soul. If his soul did not enter the baby’s body, the baby would probably be stillborn.
After telling his family, he lay down on the bed and died.
Fan Zhongyan was a prominent politician and a famed poet and writer during the Northern Song Dynasty (A.D. 970-1127). A saying of his, “Be the first to feel concern for others and the last to enjoy yourself,” has become immortal in history and serves as a true reflection of his life.
During the second year of Emperor Renzong’s rule in 1033, there was widespread famine. Fan Zhongyan petitioned the court for assistance, but the court turned a deaf ear.
Fan asked Emperor Renzong face to face: “What would you do if there was no food in the court? A lot of people are starving right now.”
The emperor then sent him out to pacify the victims. Fan opened up the government food warehouse for the victims and partially exempted those areas from taxes.
Fan also brought back the weeds that victims of the famine had been feeding on, to present to the emperor so he could bring them to the privileged class in the courts for them to understand the hard times of the general public.
In 1035, when Fan was a governor in his hometown of Suzhou City, he bought a piece of land for home construction.
After a feng shui master checked the land, he congratulated Fan and said: “This is a blessed land, and if you build a house here, you will give rise to generations of high-ranking officers among your descendants.”
Instead of occupying the blessed land alone, Fan Zhongyan established a school there and hired outstanding lecturers to run courses. It generated a lot of talent and became a phenomenon for others to follow. Thus, in the generations to come, people called Suzhou the leading place for schooling.
Fan petitioned for people all his life. Because of his bold approaches, he was demoted many times and was sent to other places when he offended the ruler. Wherever he governed, people were grateful for his benevolent deeds, and they posted his portrait in temples to pay tribute to him even while he was alive.
One of his friends urged him to keep silent in order to hold on to his own position. In reply, he wrote that it is “better to remonstrate and die, than keep silent and live.”
This illustrates how ancient scholars kept their noble spirit, speaking out for the people as part of their moral responsibility and mission.
The usual saying is that “richness will not be passed down to more than three generations.” However, the family of Fan prospered for over eight hundred years. The four sons of Fan Zhongyan were all talented and virtuous, and Fan’s descendants always remember their ancestor’s teaching to “accumulate virtue through kind deeds.”

Why Falun Gong practice attracts millions of people?
There are many healers known in history who helped people to get rid of their ailments. In religious teachings in the past, they talked about miraculous healings, but to do it on such a colossal scale, as it does Master Li Hongzhi and his teachings, is just inconceivable. In addition, in-depth research has been conducted by experts, confirming the authenticity of people’s recoveries as a result of practicing Falun Gong.
What is Falun Gong?
After revising ancient teachings of self-improvement and having made it understandable for people of today, Master Li Hongzhi called it Falun Gong (or Falun Dafa), and crowds of people came to the lectures of Mr. Li, even in government circles this qigong practice was admired extraordinarily.
Falun Gong is different from other qigong practices being taught in China. While it does include slow-moving energy exercises, it also involve something more—teachings that guide students on a path of moral self-improvement and discovery in their daily lives. At the core of these teachings were three principles and the desire to align one’s self with them in thought and action—Truthfulness, Compassion, and Tolerance (Zhen 真Shan 善Ren 忍 ).”
Changes in the way of thinking, in the way a person looks at the world, have an effecton one’s physical condition,on improving his health.
Research by experts
In order to understand the contribution and effects of Falun Gong on healing and fitness for health improvement, Beijing Zizhuyuan Assistance Center in October 1998 invited leading experts and medical professionals to conduct a sociological survey among Falun Gong practitioners in Beijing. Of the 584 practitioners who responded, 174 were men and 410 female. The method used in this study was to ask the randomly chosen practitioners to complete questionnaires. Altogether 700 questionnaires were sent out. After classification, statistical study, and analysis by a group of scientists and physicians, the results showed that there were tremendous improvements in the physical condition of these Falun Gong practitioners after practicing Falun Gong, and annual medical expenses decreased sharply. Out of 527 people, 63.9% of them completely cured their diseases. After practice, 90.20 % of people had remarkable improvement of their general physical condition (See Study 1).
In the same year,1998, the National Sports Commission in China organized medical researchers to conduct a survey on all qigong practices, including, of course, Falun Gong.The results were obtained from Beijing, Wuhan, Nanchangand Shenzhen, as well as the provinces of Guangdong, Guangxi and Anhui. As a result of this survey information regarding health-related changes was gathered, a comparison was done between the health condition before and after practicing Falun Gong. The survey results indicated that the overall effectiveness of Falun Gong practice in healing illnesses exceeded 98%. (See Study 2).

Expert on Chinese and Western medicine, John Yang M.D., explains: “Falun Gong not only affects your flesh and blood, it works in the body at different levels and reaches the deepest roots of the disease.”
Healing effect of Falun Gong on millions of people
In December 1992, the Oriental Health Expo was held in the World Trade Building in Beijing. In front of the Falun Gong booth, the founder of Falun Gong, Mr. Li Hongzhi, along with some early disciples, adjusted the bodies of the people who came by. This location of the exhibition had the longest queues.
One day, a middle-aged woman came to see Mr. Hongzhi. She needed help, and was leaning on her husband’s arm. The woman had a tumor in her abdomen. Her belly was appeared as though she was ten months pregnant. Hospitals had not been able to heal her, so she came to the expo and found Mr. Hongzhi. He intervened, immediately adjusting her body. He made a movement with his hand, as though stretching into somewhere and taking something out. Her belly was deflated right away and returned to normal size. Afterwards the waistband of her trousers could hold two of her. The people who witnessed this at the time were frozen stiff, and were stunned into silence. When they realized what they had seen, there was a thunderous burst of applause, extending for some time. Other expo patrons come over to see what had happened.
The couple was so excited and grateful that they immediately knelt down and kowtowed to thank Mr. Li Hongzhi. He leaned over and helped them stand up. The couple immediately wrote a letter of gratitude and gave it to the expo’s organizing committee. Li Rusong, head manager of the expo, read the letter aloud over the audio system and said, “The first appreciation letter is praising Falun Gong and Falun Gong has the most appreciation letters.”
Here is how doctor of technical sciences Yan Seng described the way he started practicing Falun Gong:
One day in July 1995, I received a book from my parents in China. The name of the book was Zhuan Falun. The author was Mr. Li Hongzhi, the founder of Falun Dafa. I could not get away from the book that night, and I continued to read it until five o’clock the next morning. It was the same for the next few days. The reason that this book attracted me so much was that I felt I finally found what I had longed after.
“Benefits that you get from practicing Falun Gong, cover almost anything,” said a teacher from Russia Svetlana Kiseleva.
For Kerry Dobson from the state of Pennsylvania, simply climbing out of bed used to be a struggle. Half of her body lost sensation as a result of Lyme disease. She suffered from this disease for 10 years. It had grown progressively worse, to the point of being crippling. “I would have paid anything, or travelled anywhere, to get well. I was desperate,” Kerry recalls. But as fate would have it, Dobson’s solution was waiting for her in a local park, and it didn’t cost a cent. At the recommendation of a friend from China, Kerry began practicing Falun Gong. A few weeks later, she had her life back.
“I was a heavy smoker, says John Yang M.D., who smoke done to two packs of cigarettes a day. No matter how hard I tried, I just could not quit.” But everything changed when he started to learn Falun Gong. Since then, for the past 14 years, Dr. Yang never smoked again.
Through consistent and dedicated practice, the student of Falun Gong strives to achieve a state of selflessness, inner purity and harmony. By practicing five sets of exercises, people become more pure, kind, honest, and therefore healthier. Ultimately they reach a state of spiritual attainment that in Asian traditionis known as“enlightenment.”
Persecution and the forced removal of organs (forced organ harvesting)
By the end of the last century in China an estimated 70-100 million people were practicing Falun Gong, and its popularity was growing. It was this growth that triggered jealousy and fear in Jiang Zemin, the then-leader of the Chinese Communist Party. In addition, the political ideology of the ruling Communist Party of China based on lies, violence and struggle is the opposite of the principles of Falun Dafa which are based on “Truthfulness, Compassion, and Tolerance.” Out of jealousy and paranoia, Jiang Zemin began the persecution campaign: he vowed within three months to eradicate this teaching of kindness. He established the 610 office, an agency very similar to Nazi Germany’s Gestapo, which was specifically created to persecute Falun Gong and its followers, people who were absolutely innocent and not interested in politics.
Television programs began to rumors and defamation against Dafa. Practitioners were beaten up right in the streets, thrown into jails without trials, and sent to forced labor camps. Thus began the genocide of Falun Gong practitioners in China. Harvesting organs from living Falun Gong practitioners and selling them for profit, which was sanctioned by the CCP regime, was in disputably proven by Mr. David Matas, well-known Canadian human rights lawyer, and David Kilgour, former Canadian Secretary of State (Asia Pacific region) in their book ‘Bloody Harvest: The killing of Falun Gong practitioners for their organs,’ shocked the world. It became known that from 2000 to 2005 in China there were about 60,000 organ transplantations performed. The source of 41,500 of these transplants is unknown.
In prior times, the followers of Buddhism, too, were persecuted, and Christians who followed Jesus, jailed and even killed for over 300 years. But the torture, which Falun Gong practitioners are now subjected to in China, and the forced removal of organs for profit have no precedent. Thisform of evilis unprecedented on this planet.
Falun Gong in the world
Inhuman persecution backfired: today people practice Falun Gongin in more than 100 countries, and more and more people are opposed to the brutal persecution in China.
In May 2012, US Congressman Albio Sires from New Jersey spoke at the House of Representatives to honor the 20th Anniversary of Falun Gong’s public introduction and its founder Master Li Hongzhi. He said: “Mister Speaker, I rise today to honor the Falun Dafa (also known as Falun Gong) movement and its founder, Master Li Hongzhi. Throughout the world, there are an estimated 100 million people in over 120 countries throughout the continents of Asia, Africa, Australia, Europe, and North and South America who practice Falun Dafa.
Falun Dafa has helped many improve their health, purify their minds and uplift their spirits, increasing not only health standards around our state and the world, but also promoting qualities that strengthen us as humans.
Mister speaker, please join me in commending Master Li Hongzhi and the practitioners of Falun Dafa on “World Falun Dafa Day” and the “New Jersey Falun Dafa Month” celebrations. Let us wish that these wonderful practitioners of Falun Dafa continue to make an impact on their communities by observing the principles which they follow.”
In concentration camps throughout China, practitioners of the spiritual discipline Falun Gong have been detained with the approval of the Chinese communist regime since 1999 simply for practicing their belief. During the spring of 2006, much evidence of the most ghastly aspect of the persecution emerged. Falun Gong practitioners have been executed for their organs.
The existence of forced organ harvesting from living Falun Gong practitioners for transplantation has been proven beyond any doubt. From 2002 to 2006, more than 41,500 organ transplants were done in China. However, the Chinese government did not provide any information about the source of these organs. Despite the outspoken protests of citizens, organizations, and governments around the world, criminal organ harvesting for profit in China continues.
On Sept. 17, 2006, Wang Lijun, then police chief of Jinzhou, and his research center were rewarded for research on “organ transplantation after medication injection” by the China Guanghua Foundation. The award included research funding of two million yuan (US$325,000).

A report issued by the World Organization to Investigate the Persecution of Falun Gong (WOIPFG) on December 12, 2009, “Witness to a Killing during Live Organ Harvesting of Falun Gong Practitioner,” provides testimony that confirms Wang’s personal involvement in forced organ harvesting from living Falun Gong practitioners. For this crime against humanity, he was awarded government funding. This is just one of many pieces of evidence of Chinese officials’ criminal involvement in organ harvesting from living persons for profit.
Forced organ harvesting from Falun Gong practitioners authorized by Chinese regime
In early March 2006, a Chinese journalist from Shenyang, Liaoning Province, disclosed to Falun Gong practitioners in the United States that there was a secret concentration camp in Sujiatun, Shenyang. Detained Falun Gong practitioners were held there for the purpose of having their organs harvested for sale. Later, independent investigations revealed that there was—and still is—a network of such death camps throughout China, operating under the authority of the communist regime.
Canadian human rights expert David Matas and former Canadian Secretary of State for the Asia-Pacific region David Kilgour conducted a comprehensive investigation into this matter and published the “Report Into Allegations of Organ Harvesting of Falun Gong Practitioners in China,” which was later incorporated into the book Bloody Harvest.
The book includes more than 50 pieces of evidence, which confirm that Falun Gong practitioners’ organs have been extracted on demand for use in transplant surgeries in China. It also points out that Falun Gong practitioners are not sentenced to death by any court but are executed solely because their organs meet transplantation requirements and yield profit.
The following is an excerpt from Bloody Harvest:
“In a telephone conversation with a Chinese doctor, one of the investigators presented himself as a patient who was interested in getting a donor organ and, after the doctor admitted that they are obtaining organs from prison, asked:
M: And they were obtained from healthy Falun Gong practitioners?
Lu: Correct. We could choose the good ones because we assure the quality in our operations.
M: Does the person know that his organ will be removed?
Lu: No, he does not know about it.”
In another telephone conversation, the caller wanted to know whether he could get organs of Falun Gong practitioners. The doctor immediately replied, “We use only their organs here.”
The waiting periods for compatible organs in China are incredibly low … only one to three weeks. That is not possible without an unlimited supply of organs. Please note that the usual waiting times for organs in the United States and Canada are one to three years. This confirms the chilling fact that military doctors in China have a living organ bank, which means that they have people who are kept alive until the moment when orders are placed for their particular organs.

Matas has emphasized the special role of drugs in transplant operations: “If you keep the body alive with the help of drugs,” you can harvest organs “for a long period of time.” Western drug companies operating in China may unknowingly be supplying the needed medications for these horrific crimes.
Innocent people are being killed for their organs. Harvesting organs from living Falun Gong practitioners and other prisoners of conscience is a crime against humanity, the likes of which the world has never known.
Ongoing persecution of Falun Gong
Falun Gong (also known as Falun Dafa) is an ancient spiritual practice based on the universal principles of Truthfulness, Compassion, and Forbearance. The practice was first introduced to the public by Mr. Li Hongzhi in 1992 in China and has since spread to over 100 countries. It includes self-cultivation to improve one’s moral character and five gentle, meditative exercises that work together to improve health and well-being, enabling people to find peace of mind amid the stresses of modern life.
Falun Gong practitioners are not interested in political power. They are law-abiding citizens who strive, first and foremost, to treat others with tolerance and kindness.
Why did the former head of the Chinese Communist Party, Jiang Zemin, decide to launch a brutal attack on Falun Gong in 1999? Because he was jealous of the extraordinary popularity of Falun Gong. According to a state-run census, 70 to 100 million Chinese citizens were engaged in the practice of Falun Gong at the time the persecution began, which exceeded the membership of the Communist Party.
Jiang Zemin vowed to eradicate the peaceful meditation discipline and established the “610 Office,” which is specifically tasked to persecute Falun Gong practitioners. Jiang’s orders were to “ruin their reputation, bankrupt them financially, and destroy them physically.” All TV channels and publications—controlled by the communist state—were deployed to defame Falun Gong day and night, to brainwash the Chinese, and to incite hatred of Falun Gong.
The slander and violent suppression have continued to this day. Countless Falun Gong practitioners have been arrested, imprisoned, and tortured to death or disability. They have been subjected to slave labor and imprisoned in psychiatric institutions. Many thousands have been killed for their organs.
The impact of this human rights travesty spreads far beyond Chinese borders—it affects everyone.
In the East, people say that good will be rewarded with good and evil will meet with retribution. In the West, many call it reaping what one sows. Jiang Zemin and his cohorts will pay for their crimes. And they have failed to eradicate Falun Gong. On the contrary, tens of millions in at least 114 countries currently partake in the practice.
In recognition of the extraordinary contribution to society in improving people’s health, as well as spiritual and moral culture, Mr. Li Hongzhi has been honored with thousands of proclamations and awards from governments and organizations around the world. Mr. Li has also been nominated for Nobel Peace Prize in 2000 and in 2001, and he was awarded the European Parliament Sakharov Prize for Freedom of Thought.
On the other hand, Jiang Zemin has been sued for crimes against humanity, including genocide and torture, in 17 countries, including the United States, Canada, Australia, Switzerland, Belgium, Spain, Germany, Greece, Hong Kong, and Taiwan—though to this day, he remains unpunished.
In December 2009, after a four-year examination of evidence from numerous Falun Gong practitioners who have escaped from China, Judge Araóz de Lamadrid in Argentina issued an international arrest warrant for Jiang Zemin and Luo Gan, a former member of the Chinese Communist Party’s Central Committee who instigated the persecution along with Jiang. Interpol had issued an arrest warrant called for the culprits’ extradition to Argentina to face justice.
Due to intense pressure from the Chinese regime, the ruling was later reversed. However, on April 17, 2013, the Argentine Supreme Court overturned this reversal and ordered a new trial.
The suffering facing millions of innocent people in China cannot be alleviated by the silent complicity of the international community. The economic relations between various countries and China cannot take precedence over human rights.
If governments and citizens around the globe unite and demand that the Chinese regime immediately cease the terrible repression of innocent people and the horrendous practice of forced organ harvesting from living Falun Gong practitioners, our world will see a ray of hope that will benefit us all.

Text of David Kilgour’s speech to the Knesset of Israel

Honourable members of the Knesset,
Permit me to thank you for the welcome given to the recent delegation from Canada. The visit and our prime minister’s address to the Knesset were widely reported across our country.
Permit me to repeat four excerpts from the speech:
“Canada supports Israel fundamentally because it is right to do so … The special friendship between Canada and Israel is rooted in shared values … Israel is the only country in the Middle East which has long anchored itself in the ideals of freedom, democracy and the rule of law … when (universal values) are threatened anywhere, they are threatened everywhere.”
When human dignity is denied in a major way in China, it can threaten us all, so I hope the legislators and peoples in both our countries will do what is correct without misplaced fear.
All of us in the international coalition to end organ pillaging/trafficking in China can be pleased that you’re holding this important hearing.
Time is urgent; I am certain that men and women convicted of nothing are currently being killed in China so that their vital organs can be sold.
The principal victim community, Falun Gong (or Falun Dafa), uses a set of gentle exercises for the body. For the mind, its core principles are “truthfulness, compassion and forbearance”, which echo those of many spiritual faiths.
Falun Gong was introduced to the general public in China only in 1992; it grew within seven years to 70-100 million practitioners by the government’s own estimate. Its belief system differs sharply from the atheism/materialism of the Communist Party.
In July, 1999, then Party leader Jiang Zemin launched a violent campaign, the stated purpose of which was to “eradicate” Falun Gong.
A U.S. government report concluded several years ago that at least half of the inmates in the vast network of forced labour camps across China—one estimate is about 350 camps—are Falun Gong. Former detainees interviewed by David Matas and myself in various locations outside China, consistently indicated that Falun Gong were both the largest group in the camps and were singled out for systematic torture and abuse.
Tens of millions of peaceful/non-political Falun Gong from all regions and walks of life have been in effect deemed subhuman by the Beijing government. The party-state policy is that they can accordingly be killed on demand without any recourse.
In May 2006 the Coalition to Investigate the Persecution of Falun Gong in China (CIPFG) asked David Matas and me to investigate the claims of organ pillaging/trafficking from living Falun Gong practitioners. We released two reports and one book and have continued to investigate this issue. (Our revised report is available in 18 languages, including Hebrew, from www.david-kilgour.com). We concluded that for 41,500 transplants done in the years 2000-2005 alone in China, the only plausible explanation for sourcing was Falun Gong.
Our main conclusion reads that there “continues today to be large-scale organ seizures from unwilling Falun Gong practitioners (…) Their vital organs, including kidneys, livers, corneas and hearts, were seized involuntarily for sale at high prices, sometimes to foreigners, who normally face long waits for voluntary donations of such organs in their home countries.”
Evidence of Pillaging/Trafficking
Permit me to mention only a small fraction of the evidence that led us to our conclusion:
Investigators made many calls to hospitals, detention centres and other facilities across China claiming to be relatives of patients needing transplants and asking if they had organs of Falun Gong for sale. We obtained on tape and then transcribed and translated admissions that a number of facilities trafficking in Falun Gong organs gave us.
Falun Gong prisoners who later got out of China testified that they were systematically blood-tested and organ-examined while in camps across the country. This could not have been for their health, since they were regularly tortured, but it is necessary for organ transplants and for building a bank of live ”donors”.
In a few cases, family members of Falun Gong practitioners were able to see mutilated corpses of their loved ones between death and cremation. Organs had been removed.
We interviewed the ex-wife of a surgeon from Sujiatun in Shenyang City, Liaoning. He told her that he had removed corneas from 2,000 Falun Gong prisoners between 2001 and 2003. He made it clear to her that none of these sources survived the experience because different surgeons removed other organs and their bodies were then burned.
In 2006, the European Parliament conducted a hearing and adopted a resolution condemning the detention/torture of Falun Gong practitioners and expressing concern over reports of organ harvesting. At recent hearings, Tunne Kelam on the Foreign Affairs Committee noted, ”if we don’t take knowledge seriously about this practice, we have become morally and politically co-responsible for what’s going on.”
Since June 2011, the online U.S. non-immigration visa application (Form DS-160) asks applicants if they have been involved in transplant abuse.
In July 2013, Congresswoman Ileana Ros-Lehtinen (R-Fla.) and Rep. Robert Andrews (D-N.J.) introduced Resolution 281 in the Committee on Foreign Affairs which calls on China to stop immediately organ trafficking from its prisoners. It adds, “persistent and credible reports of systematic, state-sanctioned organ harvesting from non-consenting prisoners of conscience” is the basis for concern, and then provides a summary of the evidence that links most organ trafficking with a single-minded campaign to persecute and “eradicate” the practice of Falun Gong.
The Knesset admirably passed legislation banning the sale and brokerage of organs. The law also ended funding through the health insurance system of transplants in China for Israeli nationals. Transplant surgeon Jay Lavee in his contribution to the book, State Organs, explains your law as a reaction to transplant abuse in China. Israel now leads the world campaign to end trafficking.
In Ireland this past July, the Joint Committee on Foreign Affairs and Trade conducted a hearing and unanimously passed a motion which called on the Irish Government to support the UN and Council of Europe initiatives to oppose forced organ harvesting in China.
In the parliament of New South Wales, legislation was proposed in 2013 against organ trafficking, which would bar any resident of the state from buying a trafficked organ anywhere. Last March, the Australian Senate unanimously passed a motion urging the government to oppose organ harvesting in China. The motion also calls on the government to follow the example of the United States in implementing a new visa requirement.
The NHS blood and transplant data, I’m told, confirm that some UK nationals still travel to China for organ transplants and subsequently receive aftercare from the NHS. For UK and other foreigners who go to China as organ tourists, one hopes that they do not understand the horror inflicted on the ”donors”.
Various medical organizations have issued statements urging measures to stop organ pillaging. For example, in 2006 the World Medical Association (WMA) demanded that China stop using prisoners as organ donors. Recently the policy of the WMA includes a paragraph that organ donation from prisoners is not acceptable in countries where the death penalty is practised.
I should single out for praise Dr Jay Lavee and Doctors Against Forced Organ Harvesting (DAFOH), who have been effective in a number of nations.
Matas and I engaged in extensive interviews of organ recipients and family members. The surgery is conducted in almost total secrecy. Recipients and their support networks are not told the identity of the donors; nor are they shown written consent from donors. The identities of the operating surgeon and support staff are often not disclosed, despite requests for information.
One organ recipient told us that a military doctor, Major Tan, in Shanghai tested the compatibility of seven sets of kidneys before a successful match was found. The doctor would leave the hospital in army uniform and return later with containers holding kidneys.
The international coalition to end organ pillaging will not rest until this inhuman commerce ends in China completely. Until the growing loss of face, often achieved through ‘naming and shaming’ the party-state, proves effective, other countries and their legislators have a responsibility to end complicity with this inhuman abuse by our own nationals.
Other governments should follow Israel by enacting measures to criminalize the purchase of trafficked organs at home or abroad. They could also require reporting of ‘organ tourism’, ban entry of those involved in trafficking organs, and prohibit their pharmaceutical companies from doing transplant field tests and clinical trials in China.
Responsible business people should reduce trade and investment in China until its government ceases organ trafficking. As Beijing has also directed all of its embassies to spread hatred and false information against Falun Gong, how can anyone continue to do business as usual? In so doing, they are financing and nurturing a party-state, which pillages organs from its citizens for commercial purposes.
Standing for human dignity here would in all likelihood not cost a country trade or other business with China. Consider Norway, the Czech Republic and Canada. When Liu Xiaobo was awarded the Nobel Peace Prize in 2010, the government of Norway received considerable pressure from the embassy of China in Oslo, yet the award was made and nothing appears to have resulted to harm the economy of Norway.
Similar threats were made to the late Vaclev Havel when he invited the Dalai Lama to Prague, but His Holiness came and nothing harmful resulted. Prime Minister Harper received a lot of threats from Beijing when he said he would not let the “almighty dollar” determine his government’s China policy. Bombardier announced its biggest deal ever in China at about the same time that the threats were coming from China’s party -state. I think a number of party bosses respect democratic nation leaders who stand for human dignity.
Many of us and beyond China ought to be having a greater impact on this grave matter, not only because it is necessary to protect thousands of innocent people from being killed, but also because it is good for China and the international community as a whole. We all want a China that enjoys the rule of law, dignity for all and democratic governance.
On Dec. 12, 2013, the European Parliament passed a resolution (that I sponsored) unequivocally condemning the Chinese regime’s forced organ harvesting, especially from Falun Gong prisoners of conscience, and calling for an EU investigation into the practice.
The same week, a U.S. congressional sub-committee on Asia & Pacific adopted a parallel resolution, and a 1.5-million signature petition was presented to the United Nations.
This global response came on top of a series of similar resolutions by parliaments and professional associations in recent times.
These actions are ending the credibility gap about the genocidal crime of selecting and killing prisoners, especially Falun Gong practitioners, for body parts. Falun Gong are a benign, Buddha-school of qigong spiritual exercises, once practiced by 70–100 million in China. Today they are the only prisoners in China to be blood- and urine-tested as part of the selection process, and thousands have been tissue-matched and then literally killed to order at 1 of the 169 transplant centers across China. Some 10,000 operations are carried out each year and the organs mostly come from prisoners, because organ donation hardly exists in China, for cultural reasons.
As European Parliament Vice President for Democracy & Human Rights, I met former Falun Gong prisoners of conscience secretly in Beijing in 2006. One of them told me that his friends had disappeared from their prison cell and the next time he saw his body was in the prison hospital with holes where, evidently, body parts had been removed, for sale.
Since the persecution of Falun Gong began in 1999, researchers David Kilgour and David Matas estimate that tens of thousands have lost their lives through organ harvesting.
I have campaigned against this appalling crime against humanity since my visit to Beijing.
There I also first made contact with Gao Zhisheng, the Christian human rights lawyer, whose 2005 report into the persecution of Falun Gong practitioners led to the closure of his Beijing law office.
After my visit, Gao and I kept in touch about reform in China but he was arrested on August 15, 2006, and was later convicted of “subversion.” He suffered a series of imprisonments and house arrests, and then—for a long period—disappearance.
This did not stop him from his activities in the early days, including writing open letters through me to the European Parliament and to the U.S. Congress. Eventually he was silenced through imprisonment in an unknown jail.
According to press reports, members of his family finally made contact with him in January 2013 at a prison in Xinjiang Province. Fortunately, his wife (whom I met in Washington in March 2013), son, and daughter were spirited to the United States.
On Dec. 2, 2012, I opened the latest in a series of hearings on human rights in China at the European Parliament in Brussels with a plea for the release of Gao, amplified by a video testament from his daughter, Gege.
One of Gao’s “crimes” was a meeting he had with former U.N. torture rapporteur Dr. Manfred Nowak in early 2006. Nowak—my predecessor when I was awarded in 2013 the Medal of Honor from the European Inter-University Center for Human Rights and Democratization—asserted that two-thirds of the prisoners undergoing “re-education through labor” across China were Falun Gong practitioners.
I have no doubt, after meeting hundreds of exiled former Falun Gong prisoners of conscience, that this is true, and further, that thousands of practitioners have lost their lives in the vile organ transplant business organized through and by the People’s Liberation Army.
This activity is contrary to Article 2 of the Genocide Convention. I am campaigning for an international register of those who torture and kill to be maintained for future prosecutions under the International Criminal Court. These can be done only once China is free.
Unlike China, the European Union is a democracy. On May 22–25 elections are held across the EU and I hope to be re-elected to continue for another five years to spread the truth about the persecution and killing of Falun Gong practitioners from the European Parliament.

Recently, a confidential document issued by a Mongolian 610-Office was disclosed overseas. The document asks relevant departments nationwide to collect Falun Gong practitioners’ information, for further persecution.
The document was sent by the Chinese Communist Party (CCP) Committee in Mongolia. Central Leading Group on Dealing with Heretical Religions and Ministry of Public Security jointly issued the secret order. It says “get more complete information on Falun Gong Practitioners”. A new group of undercover personnel to investigate Falun Gong will be put in place.
It says information collection will start at street offices, villages then up to the next administration levels. The report must be handed in to Mongolia’s 610-Office before July 10, 2014. By July 15, relevant departments and cities must hand in a report on how they were persecuting Falun Gong.
Lin Zixu, current affairs commentator “the document clearly says that this action covers the entire country. We know, the CCP has persecuted Falun Gong for 15 years. It still issues such documents, showing the CCP’s suppression of Falun Gong has completely failed.”
The document stresses “strictly avoid disclosure” of this, and “strictly prevent negative impact on society” by keeping quiet.
Lin Zixu says for the CCP persecuting Falun Gong, to make a document so secretive, it knows it’s shameful. After 15 years of suppression, it still hasn’t collected enough information about Falun Gong practitioners. It also clearly highlights that Falun Gong has spread wider and wider across the country.
In May 1992, Falun Gong was first taught publicly in China. Due to health benefits and principles of being a good person, Falun Gong was well recognized in all walks of life in China. Many people started practicing Falun Gong.
However, the CCP’s “atheism” was offended so, it treated Falun Gong as a “thorn in its side”. In order to set accusations against and uproot Falun Gong, undercover agents infiltrated Falun Gong groups back in 1994.
In early 1997, Luo Gan, former Secretary of Political and Legislative Affairs Committee (PLAC) took advantage of his position and ordered the Public Security Bureau to carry out a nationwide investigation of Falun Gong.
In July 1998, Jiang Zemin and Luo Gan issued a “Notification Regarding Starting an Investigation of Falun Gong”. They first charged Falun Gong with being an “evil cult”. Then ordered the police departments across the country to investigate Falun Gong systematically, using undercover personnel to collect evidence but found nothing to support their accusations.
From April 25 to July 20, 1999, the Public Security Ministry again implemented a nationwide investigation of Falun Gong using undercover staff to collect evidence, to slander Falun Gong but it still didn’t work.
The purpose of undercover personnel infiltrating Falun Gong is to find evidence to support the persecution plans. The Mongolian document reveals the CCP treats persecution of Falun Gong as its current struggle.
Chen Shizhong, Falun Gong Human Rights spokesperson: “It talked about concisely persecuting Falun Gong. Its a daydream. Since Jiang Zemin stepped down, the persecution policy has been controlled by PLAC pressurizing central government. However, when Xi Jinping took office, the pressure on central government didn’t work. Now the persecution of Falun Gong has no market.”
Chen Shizhong says that since Xi Jinping took office, all purged officials belong to former PLAC sectors. Officials who have blood-debts and are still in PLAC, have made their own plans to avoid being purged.
Since February 2013, key officials in the persecution of Falun Gong have been consistently removed. These including Wang Lijun, Bo Xilai, Zhou Yongkang and Li Dongsheng.
Chen Shizhong: “The tyranny ruling created disgraced officials and police. Those officials knew the details of the CCP persecution. In the past, when they did evil deeds they would be rewarded.Now without this, no one wants to give their life to the CCP. The document is just to threaten people, which won’t work for too long.”
Lin Zixu: “Now many officials inside the CCP dislike the persecution of Falun Gong. Once the secret document was issued, overseas media found out, and then the entire contents were exposed. Obviously, someone inside the CCP deliberately leaked it.”
Lin says that now few people who cannot see the situation clearly are still carrying out the persecution. The CCP launched this document, showing it has run out of ideas.
